<h4>تندرج "الموسوعة التونسية المفتوحة" ضمن نشاط المجمع التونسي للعلوم والآداب والفنون "[http://www.beitalhikma.tn بيت الحكمة]". وقد أصدر المجمع سنة 2013 "الموسوعة التونسية" في جزأين، فكان هذا الإنجاز نواة الموسوعة الرقمية التي نقدمها للقراء. ولئن ساهم هذا الإصدار في التعريف بالثقافة التونسية من جوانب عديدة فإنه لم يتّسم بالشمول المرجوّ ولم تتوفّر فيه كلّ الضوابط التي تميّز العمل الموسوعي.</h4>

من هذا المنطلق تسعى "الموسوعة التونسية المفتوحة" إلى تلافي النقائص التي شابت الموسوعة الورقية وإلى الإحاطة بكل روافد الثقافة والحضارة التونسيين تاريخا وجغرافيَا، فنّا وأدبا وعلما، شخصيات ومؤسسات. وهي مفتوحة بمعنيين : هي من ناحية عمل متواصل ما دامت الظواهر الحضارية متواصلة وما دامت دراستها متجددة، وهي من ناحية ثانية مفتوحة في وجه كل من يرغب في إثرائها من داخل المجمع ومن خارجه.
